Frank Packer
Frank Packer is Regional Adviser for the Asian Representative Office for Asia and the Pacific, Bank for International Settlements (BIS), a position he assumed in 2015. Frank provides advice to senior management on macroeconomic and financial issues of relevance for Asia, and represents the Bank at various international events. Before assuming the position, he was Head of Economics and Financial Markets in the Asian Representative Office, where he was responsible for managing the team of economists and statisticians in the BIS Representative Office for Asia and the Pacific. Before moving to the Hong Kong office in 2009, Frank was head of Financial Markets in the Monetary and Economic Department, and editor of the BIS Quarterly Review of international banking and financial market developments. And prior to joining the BIS in 2003, Frank worked for the Federal Reserve Bank of New York and Nikko Citigroup in Tokyo. He has published in refereed and policy oriented journals such as Journal of International Money and Finance, Journal of Financial Intermediation, Journal of Banking and Finance, Economic Policy Review of the Fed New York, BIS Quarterly Review. He received his PhD from Columbia University, an MBA from the University of Chicago and a BA from Harvard.
